Separating PAL and NTSC times from the ladder

hi

this same topic came up in the FZX section and, although this game has much less difference between versions, i think it would be good to have PAL and NTSC separated because that's the fairest way to gauge the players. we won't need to worry about the conversion factors since we'd use the real PAL times.

what does everyone here think about this? this change would just add an extra ladder and group PAL and NTSC times separately and both sets will have their own WR tables.

I'm cool with this as long as we keep the current combined ladder too.

So my vote is to have all three: PAL, NTSC, and PAL/NTSC (current ladder).
